D&D 5E (2014) Stout Halfling as a Half-Dwarf, Half-Halfling

This is really more fluff than anything, but I think is a cool idea. It does pose one mechanics question, access to Dwarven Fortitude.

I have no particular issue with this if it something that interested a player

I'd say the dwarf restriction on dwarven fortitude is mainly for flavor, so if you want to change the stout flavor around, there's nothing wrong with letting them take the feat.
