Str Bonus modifiers question

This question deals with the x1.5 received for using two handed weapons or one handed weapons with two hands.

During the normal attack, not full.. Does this modifier come into effect?

Are you sure about that? I don't remember reading that anywhere- all I remember seeing was that it can be used with Weapon Finesse. I don't remember anything about not being able to apply extra damage for wielding it with two hands. It isn't a light weapon, after all- it's a one-handed weapon. And as such, it can't be used in your off-hand while Two-Weapon Fighting without penalties, so I'd assume it would still have the 1.5x strength benefit for wielding it with two hands.
 

From the SRD:

Rapier: You can use the Weapon Finesse feat to apply your Dexterity modifier instead of your Strength modifier to attack rolls with a rapier sized for you, even though it isn’t a light weapon for you. You can’t wield a rapier in two hands in order to apply 1-1/2 times your Strength bonus to damage
