Common Lore:
Deep in the southern Jerga Ashpar where the fickle winds of the great ocean and the storms of the angry north meet, lies the legendary Yellow Hall. Secluded and difficult to reach, except under the hand of an expert skycaptain, the Yellow Hall has sat since the great dispersal, more than 1600 years ago. Since that time, its yellow sandstone walls have risen high into the sky, and its folk have carved out the peak upon which it sits. Today, the Yellow Hall is a magnificent, if one might say, chaotic affair of towers, tunnels, keeps, barracks, crafthalls, walls, sky wharves and domes. Here is the centre of the Gnomish Brotherhood’s existence. Its very core. And outwards from this ancient and bustling place soar the lines of trade and power of the Gnomish Brotherhood.

The Land:
Lying atop the great peak of Huspatarl (Storm’s end) The great fortress lies in a seeming bubble of placidity, where neither the raucous and chaotic winds off of the Endless Ocean, nor the buffeting gusts that tear across the northern mountains seem to reach. Many hold that Gnomish magic has created this place, but in actuality it is merely a curious occurrence of natural original. The mountains surrounding Huspatarl channel away the winds that normally would furiously meet in this lofty location. The mountains around Huspatarl are old and weathered, ancient beyond measure. Yet they still tower into the sky. Throughout the region, they poke up out of the wispy tendrils of the Serewail.

Annals of the City:
The history of the Yellow Hall is the history of the Gnomish Brotherhood.

you might want to add Tradespeak to the list of languages. It was mentioned in the Egran writeup and would just help with the consistency of the world.

Also I would suggest that most the airships are constructed in either the Forge or Egran depending on the materials they are made of since it is just more conviniant to construct them close to the resources that are required to construct them. After all in Egran at least they have an entire district pretty much to themselves right down to a large number of guardsmen in their pocket, it's not like secrecy would be an issue. The Yellow Hall I expect would mostly be R&D and the construction of large "custom" ships like that ship that was drawn for the Lord Protector.

but doesn't the hall still have the 'halas' that makes the ships fly? How would the other strongholds get it? Is the material that portable?

Though it should be as porable as normal steel or iron when cold, I think they would more likely build completed 'halas' engines/furnaces at the Yellow Hall and then ship it to the remote site if that is where the ship is being assembled.

Because the large engines and other parts would be very hard to move, it's all the more reason for them to make the larger ships at the Yellow Hall itself.

so the YH makes these big devices and ships them all over the place as they see fit. Would any of the other remote locations have the capability to do this?
