Stunned condition

I would place a spell that removed stun at first level.

A spell that prevented being stunned would either be 1st or 2nd level, depending on the duration.

I'd go with first level - it's fairly niche. I'd have to test it, though, to be sure - but the smart money's on level one.
 

Remove Stun spell

I'd probably go with second level to remove the effect, similar to Remove Paralysis. Remove Fear grants a new save (1st level), Remove Paralysis (2nd level) removes the effect if cast on only one creature.

How about (text shamelessly copied from Remove Paralysis):

Remove Stun
Conjuration (Healing)
Level: Clr2, Pal2
Components: V,S
Casting Time: 1 action
Range: Close (25 ft +5ft/2 levels)
Targets: up to four creatures, no two of which can be more than 30 ft apart.
Duration: Instantaneous
Saving Throw: Will negates (harmless)
Spell Resistance: Yes (harmless)

You can free one or more creatures from the effects of being stunned, including a mind flayer's mind blast or a monk's stunning attack. If the spell si cast on one creature, the creature is no longer stunned. If cast on two creatures, each receives another save against the effect that caused the stunning with a +4 resistance bonus. If cast on three or four creatures, each receives another save with a +2 resistance bonus.
