The rules, as I read them, say that cure spells stop bleeding that could kill you (bleeding out when you reach negative HP or taking damage from a wounding item); but not minor bleeding.
It would appear that most folks assume that it stops all bleeding, and have house ruled it to do so. I guess that it makes for faster bookkeeping. I personally go by HP. If a cure spells heal you back up to full then minor bleeding is stopped too. If your still at half HP, your still bleeding... just not enough to affect HP.
Just my opinion...
If you don't stop bleeding, even from the tiniest of cuts, you will go into shock and die. You have a finite amount of blood.
Styptic is a poorly thought out spell. I like hemorrhage though.
