Submitting articles?

Just curious (at least for the moment) - is submitting an article to the article section limited to community supporters or otherwise limited?

Ah, I see that my problem lies in not seeing...


...the Submit New Article button. It seems there are none for the alternative forum skins. I can see it using the default skin, or see the space where it should be with IE.
