Right. So then why don't you allow a Summon Elder Elemental as a 3rd level spell, but requires concentration?

You never know - there are supplements still to be published! ;)

Could it be any worse than Greenbond Summoning?

Summon Monster IX gives you 1 elder elemental, CR 11. Summon Elemental Monolith gives you 1 elemental monolith, CR 17. Notice a difference? ;)

Since it requires concentration, you can do nothing else. Effectively, it replaces you, a CR17+ character, with another CR17 creature for the duration of the spell. its true power, however, is that except that one high level spell, you dont need to use any other rescrouces during that time, but that benefit is only situational.

Of course, it's also a Wu Jen spell...

It's also nasty in the hands of a Spirit Shaman, who can have his Spirit Guide (Familiar) do the concentrating for him while he continues to cast spells. So, you could have 2 Elemental Monoliths...

Even if you manage to whack the Spirit Shaman and disrupt his second spell, damage dealt doesn't affect the Spirit Guide so it will continue to maintain the first spell.

Aren't there other feats where you can pass off the concentration to someone else or to not require a standard action to concentrate, actually letting you cast other spells in the meantime?

Complete Adventurer, Extraordinary Concentration. If you make a heft concentration check you can do it as a move action, and if you roll really good you do it as a free action.

3, 3 monoliths! Ah, ah, ah

Edit- Never mind, I forgot even with the feat you can still only concentrate on one spell at a time.

SM9, though, also allows you to pick n choose from the list when you cast; you are not committed to an elemental. That flexibility is part of what offsets SEM's power.
