Ah, I forgot about that little bit on the second Attack action. Still, the +2 AC and a second Tail attack are nice, especially if the first one missed, plus restraining on hit and follow-up auto hits are always helpful.
I can see it now, someone Planar Shifting into the Abyss and effectively becoming a Demon Lord through enslaving as many high-powered fiends as desired, and finally bringing them all home with Gate.
