D&D 5E Sunburst and Sunbeam as clerical spells

As others have said, is probably make them available to specific domains such as light and maybe the life domain. Tempest I'd consider some storm type spells instead to fit the theme of their domain.

I probably wouldn't, because a TEMPEST cleric is all about having a storm theme going on in their magic. I wouldn't mind getting something like Chain Lightning or Storm of Vengeance, but something that resonates with sunlight feels a bit out of place. I'd totally be down for a Light cleric getting those spells, though.

He could change the damage type to lightning or thunder for the spells and change the names to Lightning Burst (Sunburst) and Quiver of Zeus (Sunbeam). That would make them pretty eligible to be on the list.

You'll also need to change the shape of the spell from a cone to something else as well; that's inappropriate for a lightning spell. Also, the blinding is a bit iffy.

I disagree. If for no other reason than because magic. But lightning can take many shapes, and is insanely bright and could cause blindness. Or go thunder and make it deafness. But that's my take. Mechanics and flavor are different. Mechanically energy types are roughly interchangeable. All that matters is if a player is creative enough to explain or describe it in a way that maintains the internal consistency of the game world.

I kind of thought the same thing, with regard to casting lower level spells with higher slots, and it's not like he can't already dish out some serious damage. His big gun is a maxed out Thunderwave with a 5th level slot. 48 points on a failed save is nothing to sneeze at. Which is why I'm a little hesitant to hand him another high damage spell. Although, he's almost 11th level, so I suppose it's to be expected, and compared to the wizard he's still not throwing down as much consistent damage.

I kind of like the idea of subbing out Chain Lightning. I agree that it fit's into the Tempest theme, and it feels like an ok compromise that the player will be happy with. I just hope I don't regret it. Any time he hit's a target with lightning he also pushes it back ten feet. You wouldn't think that would be such a pain, but man, it really is sometimes!
