There is precedent in previous editions for the Scout/wilderness rogue
1e had several unofficial Bandit NPC classes
2e had the official Bandit and Scout kits in The Complete Thief's Handbook
3e had the Wilderness Rogue variant as an official option in Unearthed Arcana
 


There's also the scout class from 3.5's Complete Adventurer.

True, but I didn't use it in my campaigns (CA was one of most 3e WOTC books that we ignored) Instead, we used the option to combine the Martial Rogue option (that gave up sneak attack for bonus fighter feats) and Wilderness rogue variants from Unearthed Arcana (although, I gave people using the Martial Rogue variant the option to Boost BAB and raise hit die to d8 in exchange for lowering skill points per level).
