Permit the Swashbuckler class from the Complete Fighter. Has a very nice flavor for seagoing and urban adventures. Described as part rogue or part fighter, but actually better off stated as a seafaring/urban duelist class rather than the PRCL.

WotC 3.5 books are permitted in the upcoming revised setting guide.
