Swordmage At-will question

My 18 year old son is running a Swordmage, level 21, in a small campaign were doing at home for practice (running test builds against various scenarios).

We did a short encounter last night and this question came up. He's got Green Flame Blade, that he made into an At-will power, that is a minor.

He says that standing adjacent to a foe, on his turn, he can swap his standard and move action out for 2 minor actions and hit the target 3 times with Green Flame Blade.

I thought that sounded pretty OP.

Can he do this? (he said some feats did it).

Quicken Spell is an epic feat that lets an arcane caster use an at will once an encounter as a minor action. May have missed the part in bold.

Otherwise I don't think so. May be something else I'm unaware of.

Okay, talked to him today about it - he went back and rechecked it. It was Quicken Spell and he did misread it.

Boy was he bummed out - we did an encounter where I let it stand since I wasn't familiar with it and he was doing 3 minors/attacks every round...
