So why should those be fighter bonus feats?

Just because a feat is "tactical" doesn't mean it is fighter-based.

The monk one is ,well monk-based and not fighter based.

Races of destiny likewise has 2 tactical feats that are not fighter bonus feats (and also don't seem fighter-like, more rogue-ish)

Complete mage also has a few tactical feats that are, well mage oriented and not fighter-type.

Races of Eberron also has some tactical feats that are soulknife based (as well as racial).

Just because a feat has a "tactical" use doesn't mean that is should be a fighter-based (and thus fighter bonus) feat.
 

I guess I was annoyed because most of the tactical feats are and Elusive Target, the one I care about, isn't a fighter feat, despite not having the monk flavor of the non-fighter feats. It has such burdensome prereqs too: Dodge, Mobility, and Combat Expertise.
 

Well, Dodge can be gotten with other, more useful feats like Desert Wind Dodge or Expeditious Dodge, both counting as Dodge for meeting requirements. Mobility is a +1 market price modifer enhancement for light armors in MIC. And Combat Expertise is only painful for the int requirement. It's well worth a feat slot, the question is if it's worth dropping a 13 in int.
