Tactics of the Wolf is a White Raven stance from the Book of Nine Swords p.93:
"When you flank a foe, you and allies who flank the enemy with you gain a bonus on damage rolls against that opponent equal to 1/2 your initiator level."

My group has surrounded a monster and is flanking it from four different sides. I know the ally across from me benefits from the stance, but do the guys on the other sides get it as well?

I would say no -- the wording is there for large/huge/bigger creatures, which can be flanked by one person on one side, and multiple people on the other sides. Ergo, your White Raven guy could flank a tendriculos, and then three people could be on the other side of it, each flanking with you.
 

Unlike the Amulet of Teamwork, this one says "allies who flank the enemy with you." That's different; you and the other allies need to be granting each other the flanking bonus. To wit:

Where O is the baddy and you are A, the Tactics of the Wolf damage bonus can be enjoyed only by A and D. B and C only get the normal +2 flanking bonus.

The block of Os are a huge creature; you are A. In this case, all four attackers (A, B, C and D) all gain the Tactics of the Wolf damage bonus.

In this case, C would miss out on the Tactics bonus, because she does not flank "with you", although she does flank with B and D.
