If a character has been "tanglefooted" can you cut your way out of the goo? What impact does being "netted" have on top ( character is tanglefooted and then trapped in a net).

If a character has been "tanglefooted" can you cut your way out of the goo?

Yes. As the tanglefoot bag description says, 15 pts damage to the goo with a slashing weapon will do it.

What impact does being "netted" have on top ( character is tanglefooted and then trapped in a net).

In both cases you're entangled, so that penalty remains the same. Depending on whether you failed the save vs. the tanglefoot bag and/or the net user is controlling the rope successfully, you may be unable to move.
