Tanglefoot Bag vs Flying Creature

Here is (hopefully) an easy one:

A medium sized creature (with 17str) that has
wings is hit with a tanglefoot bag.

1. Can it fly?

2. When hit, if it were in the air, would it be able to
glide to the ground? or would it fall? (I know the range
incr. sucks - unless you use a launch item spell {FRCS})

3. Assuming the creature (that has a bite {primary}
claw/claw routine, can take a full attack action, can
it use the two claw attacks to "attack/scrape-off"
the goo? I assume it would be unable to use it's bite
attack for this.

1. This would depend on a number of things:
A. Was it on the ground when it was hit? If so, see B; if not, see C
B. Did it make the reflex save? If so, see C, if not, then it's stuck in place and cannot fly
C. Does it's maneuverablility class permit it to remain flying when moving at half speed? If so, then it will remain flying provided it continues to move the minimum distance it would normally have to in order to remain flying. If not, then it will be forced to land.

2. It would depend upon how manueverable it was. The rules don't specifically cover this situation but I would imagine that, if its manueverability would not allow it to remain flying at half speed, it would glide to the ground in a controlled crash landing--I'd probably use the Monk's Slow Fall ability as a guide to how much damage it should take.

3. I'd let it use claw attacks to scrape off the goo--they are slashing weapons after all. . . .

A. & B. Let's assume it was on the ground and it
makes it's save

C. Manueverability is poor (think young blue dragon) so, as listed
on DMG p.69, Minimum forward speed is half. It seems even
the worst flyers can remain aloft at half speed. Though I
wonder if they could *take off* at half speed....

So..... The tanglefoot bag would slow the critter down
but not ground it (unless it was hit on the ground and
missed it's reflex save - OR the DM ruled that a poor flyer
could not take off from a flat plane, the ground, going
half speed).

In addition, if the creature was not extremely intelligent,
it may claw the goop off before refocusing attention on
the (really low level) adventurers/scooby-snacks.
