targetting bursts/blasts with cover

Could someone explain cover and bursts/blasts to me?

There are two parts: placing the blast and the blast itself.

It is correct that if you have "line of effect" (that is can see some part of the space and it isn't blocked by something transparent) to the space, you can target it without penalty even if it has superior cover?

And then the only thing you worry about is cover between the space the burst is placed any given target?

This seems very powerful. With a burst you can freely ignore cover by targeting the space the baddy is in rather than a ranged attack targeting the baddy directly.

Correct. If you can see it, you can target it for purposes of choosing the origin square.

It's meant to be powerful.
