The SRD says: "A creature or object brought into being or transported to your location by a conjuration spell cannot appear inside another creature or object, nor can it appear floating in an empty space. It must arrive in an open location on a surface capable of supporting it."

To wind this up, Teleportation is a conjuration spell (sort of goes without saying, maybe, but just to complete things...).

Depends. "Open location" is not a narrowly defined term. Solids are obviously not "open". Gases, like air, obviously are (or you could never use the spell on earth). Liquids may or may not qualify as "open". The DM would have to decide.
