In my former D&D campaign, that I no longer run, only mages were at 20th-25th level, and only a handful of them. The warrior heroes (paladins, rangers, fighters, etc.) were 15th level at best.
But then, there was a great empire in the East, unknown to most. A goblinoid empire overseen by a caste of hobgoblins warriors. This empire could have easily swept and devastated the western lands (where the campaign took place) of humans, elves, dwarves, etc. However they couldn't, for they were at war with some horrendous enemy to the far-east: a nation of undead left from an evil race of humnoids specialized in dark sorceries. Now, one of the liches of this undead kingdom had rebelled against his own for some reason, and had come to the hobgoblin lands, organized and united them into an empire (over a few centuries) to fight his former nation. As such, he had selected the most capable and intelligent hobgoblin warchief, extended his lifespan to centuries, and made him emperor. So, the emperor is the ultimate warrior, and only 30th level character in the world: 20th-fighter / 10th-warlord (a PrC).
