That's pretty awesome.

Obviously, the People's Legion will have to have commissars from the Worker's Council attached to the headquarters elements of units at company size or above. They get a free coup de grace on any officer who orders a retreat, or any legionary who falls back without authorization. In the People's Legion, it takes more courage to retreat than advance!

Maybe a strongdwarf will consolidate power within the inner machinery of the Worker's Council and eventually come to the forefront of dwarven communism. Under his inspiring and visionary leadership, and ubiquitous futurist portraits, the revolution will be carried forward to its ultimate historical and scientific perfection as a shining worker's paradise, the envy of all the world. Naturally, Comrade Steelbeard will tolerate no treasonous sentiments during this time of revolutionary development!
 

Let me add some fan adulation ... communist dwarves were one of the more inspired things about the Sundered Empire setting (which I much prefer to Eberron, FWIW).

But then, I'm a pervy dwarf lover ...

There's a reason I still look for Naresh figures when I go game shopping at cons and such. I adored the Sundered Empire, and have considered doing a homebrew 4e game set there.
