Template balance

Often times in the group I play templates like Half-Celestial and what not are regarded as munchkin, etc. for the effect it has on ability scores. We roll scores instead of point buy them.

So here is my actual question, does rolling scores instead of using point by affect the balance issues of templates. We do 4d6 seven times, reroll 1's the first time a dice rolls a one. We're a hell of a lucky group, averaging almost always atleast one 17 or 18 on a character with other average or above average scores.

Does the balance shift?

As long as everyone is using the same dice method, then no, the balance of templates is not changed.

Incidentally, the method you describe will tend to roll much higher than a flat run of 3d6. You don't have to be particularly lucky to get a 17 or better, and most of your scores will probably have a positive modifier. This will tend to make classes who depend on multiple ability scores (like monks) stronger, relative to those who only need one good score (like fighters or wizards).

No, the game is desinged for point buy or die rolling. So as long as everyone makes their character the same way its all fair.

Well, IMO, the templates that give big stat bonuses are going to be LESS powerful if everyone has high stats to begin with.

A +4 to str and con with a base 18 str & 17 con isn't as big a bous as if your str 15 and con 12.

Am I making sense?

Not really. Its still a +2 to hit and damage, and a +2 to hit points, no matter what your prior score was. Also, in a high-statted game like that, the enemeies tend to be higher power as well, meaning stat mods are just as useful in a lower-statted, weaker enemeies game.
