Well, this feat only aids summon x critter spells (which is why it becomes the new pre-req for augment summons, it is more related) - is useful at any level, does not raise the spell level, and the decision is made at need. Is combat going longer then intended, burn a 3rd level spell to add 9 R to your summon monster III. It makes a summoner more flexible, but as it aids a very limited collection of spells - without increasing their actual power output per round, should balance ok. Extend spell does not become a viable option for summon critter spells until about the time you are casting 4th-5th level spells - and around 8th-14th, most encounters will not require a duration doubled at that level (to 16-28 rounds) at the cost of a higher level spell. Since duration ramps with caster level, you gain a very limited window of use for an extended summons. Most combats last 4-8 rounds. This feat allows the consumate summoner to adapt to those few combats that drag out longer.
