There was a Dragon article a while ago about 'leveling' magic items, where a character's weapon improves as the PC gains experience. That would be appropriate, especially since it's a church-approved mission - the sword doesn't just become flaming, it's RIGHTEOUSLY flaming!

I plan on using that (Though I need to find out what Dragon issue that WAS).

Or, if a magical item has an excessive history, you have to learn stuff about it and do deeds to wake the magic up. Magical items 'Attune' to their wielder.

Or, you make it.

It's simple, and it's usually effective. Provided the party has interest in any kind of material rewards at all, they almost always go for a map to a long lost (insert whatever their fondest desire is here).
