The always prepared wizard

There's a common myth that any Wizard in 3rd Edition can always be prepared to have just the right spells for any situation he might encounter. In particular because he can use divinations to know exactly what situations he will encounter.

Since that claim is never made specifically about 20th level or epic wizards, but about any wizard in general, let's assume a 10th level wizard who has his spellbook with the two spells he gets for free at every level, and the average wealth for a 10th level character, which he can spend freely on items or additional spells for his spellbook.
Bonus points when the plan works with the PHB and DMG only.

Now, could anyone here tell me how that wizard would know what spells to prepare to be perfectly prepared for any situation he will encounter that day?

Dispel Magic and Teleport? Paired with a Lesser Metamagic Rod of Still Spell and a regular MMR of Silent Spell, there isn't much that can bumrush you hard enough for you to not get away home, prepare better spells, do some scrying, and come back to finish the job.
 

Wizard's can leave spell slots open to prepare later. Assuming enough time to pause/escape (rope Trick should be effective in many cases), spells needed could be prepared as the day progresses.
