The Chase

With the rules as is, here's what happens:

With double moves only (not running), it's quite possible that no one gets to attack each other, no matter who is faster, This is sort of realistic as both are simply moving around, staying on guard and outside of each other's reach.

When the opportunity presents itself, one could charge and get an attack.

If running, everything changes. The faster one will get one attack per round. Each round, you'll catch up to the other one, and then get an AoO as he runs from you.

It all sort of works out. It's entirely possible the slower person may get away clean - assuming some sort of terrain that allows this. Generally, the faster person will be able to use terrain to his advantange and thus force combat if desired.

Alternately, use some third-party supplemental rules.
