It's probably worth mentioning that Sword & Fist is an official WOTC product, while the Dragon Compendium is not, but I'm assuming in your game it's already been accepted at the table as a legit source :)

That said, the DC version seems to be the most reasonable option. It offers a slight upgrade on the regular longspear (which is, after all, a simple weapon) and is in line with the DC's own version of the Short Haft feat (which would allow you to pull the same trick with any reach weapon, from memory). In many cases you'd be better off forgetting the duom once opponents are inside your reach anyway, so it doesn't seem out of line for a martial weapon.
 

The stats of the Guisarme and the Lance suggest that 1d8/20/x3 plus some situational combat benefit is fine on a Martial.

If you make it exotic, there's little reason to take it over the Spiked Chain.
 

Could this be used=Since the duom "is a longspear" - can it be used with the Serpent Strike feat which allows a monk to use a longspear as a special monk weapon?

Pre-Req Feats: Exotic Weapon Proficiency: Duom, Weapon Focus: Duom
Special: Member of the Seven Shadow School train endlessly with the exotic Duom. In doing so they master the art of flanking where there is no flanker. Seven Shadow Practitioners treat adjacent foes of their size or smaller as flanked for purposes of sneak attacking and flanking attack bonuses.
