We'll go with what the DM guide suggests for starting at level 5 in a high magic campaign. Everyone gets 750 gp, one uncommon magical item (you're choice, but pending my approval), and your normal starting equipment.

Would a custom background be ok using the rules in the phb? The vanilla ones just don't give me the fugitive vibe I'm looking for.

You are able to completely disappear from sight in crowded places. As long as you remain in a crowded area you can remain hidden from pursuers as long as long as you keep moving away from said pursuer.
