I'm thinking Gralluk is the Dragon's (A SHE 
) lead henchman, but also could be the head of a band that works for the dragon. She's basicly the head of a small network of spies set up in various cities (Check out the dragon in the Wrym of the North on the WotC FR site; I'm using that, too), but also has connections to many monsters in the High Forest (Tribes of Lycanthropes, monster dens, a druid or spellcaster hiding out, etc).
Seeing as Gralluk would be somewhat of a bandit, almost, doesn't strike me as very Lawful. Unless it's say... the Dragon's law.
