Even the half-dragon template from the MM has a +3 LA and only gets the following:
- type change to dragon
- d12 HD conversion
- wings if size Large or larger
- natural armor improves by +4
- claw/claw/bite routine
- 6d8 breath weapon 1/day
- +8 Str, +2 Con, +2 Int, +2 Cha
- 6+ skill points per level
- 60ft darkvision, low light vision, immunity to sleep and paralysis effects and specific energy
So yeah, at LA +1, I'd say the other race looks a tad over the top (nice understatement on your part Dazza).
