The "Lost" Planescape Sigil Book

If memory serves, City of Doors was going to be a Sigil sourcebook based on some rough notes leftover by Zeb (maybe?) that got folded entirely into Faction War.

City of Sin wasn't a Planescape product. It was a setting by Bruce Cordell to support Book of Vile Darkness (3e version, not 4e). It was completed, and really cool and really dark, but cancelled because someone in WotC management got gun-shy.
