The Master Specialist 9th level spells at 7th level?

So I was randomly flipping through Complete Mage and Read Through The Master Specialist, The ability "Expanded Spellbook" cough my eye. I have a question about it; Assuming that I have a bonus spell in the 9th level spell slot from high Int or simuler means, I would have the ability to beef a 1st level spell (with metamagic) to take up the 9th level spell slot, Could I gain a 9th level spell from "Expanded Spellbook", being that it is a level that I can cast, But not one that I could otherwise learn at level 7.

Other thought: As a DM, I'd through that out the window. But as a player it seems like a nifty break in the game.

Expanded Spellbook: When you reach 2nd level, you can
add one spell of your chosen school to your spellbook. The
spell can be of any level that you can cast, and it is in addition
to the normal spells gained when increasing your level.
You can add another spell of your chosen school to your
spellbook at 5th and at 8th level.

You only get bonus spells if you can cast spells of that level to begin with.

Even if houseruled, you still couldn't CAST the spell, since you're not high enough level. It would just be in your spellbook.

However you cant actually cast the bonus spell(s) until you can otherwise use that slot-level ... so while you could presumably pick a 9th level spell to add to your book at 2nd level/etc, you still would NOT be able to cast it until otherwise appropriate for your class so why waste the capability by not choosing something usable?

Now you've got me wondering if there would be a use for a prepared spell that you couldn't cast. If this trick did work, I want to find some abusive loophole with reserve feats.

If you do find a non-house ruled way of using a prepared spell that you couldn't cast, I'd love to heir about that. It would be something fun to bust out on a by the book kind of game. lol
You would need the ability to cast a spell of a higher level then you know at the time of gaining that ability. :l is there some kind of spell thief or something along those lines...
