Yes it can. You roll and add half of that to the maximised value.

I also like Energy Substitution, gives you more options.

Another Metamagic feat I really love is Fell Drain from Libris Mortis. By making your ray of frost a second level spell you can now drain levels with it. Sweet!

I'm a big fan of sculpt spell....I also like heighten special for specialist wizards, helped my enchanter out big time.

What is Occular Spell?

for more fun, energy substitution, non-lethal substitution (to knock out the others to kill the target)

and finally, rapid spell for summoning things.

What is Occular Spell?

A feat from Lords of Madness that changes the range or area of the spell (I can't remember exactly what it does and I don't have the book right now).

What's important about it is that it makes pretty much any spell persistentable, along with reach spell, which is why they are good for the buffing type.
