Everything on this layer looks normal, but it's all made of cardboard, and all the creatures are stand-up cutouts.

Although the chaotic realms of the Abyss have no real need for paperwork, for every important demon who doesn't want it, there's another who does. Here are kept all the records of titles, heritages, deals, and grants are kept. Anytime there are changes to the workings of the Abyss, if records are not sent, agents from this level go out and create a record of it and store it in the main city of the plane, Crimson Inkle.
This plan is inhabitied by a combination of never do wells and cowards. Typcially well placed demons who can't hack the normal job of their race: motivationless retreievers, succubi that aren't interested in sex, intelligent dretches, stupid mariliths, meek balors, and the like. Usually a dumping ground for those that cause trouble, are related to important figures but can't do what is expected of them, or those only ambitious enough to find a position that will make them work the least. Typically, they all do as little as possible and tend to ignore those around them (even if they do appear to be human adventurers from another plane). If threatened, they will usually surrender and if attacked they will flee.
However, although not on the martial side themselves, woe to those who piss them off. They do like their current status and will look after their own if anybody rocks the boat. A few rumors here, a couple of documents dug up and presented there, and the demons of other levels can find themselves on the march in their behalf. The demon lords who anger them may find that there is no clear record of which demons owe them allegience or if the proper amount of souls have been paid to them by their vassals. Knowledge about the Abyssal planes (and others) known only to the inhabitants of this plane will be lost to them. Important messages may get lost or delivered to the wrong demons. All sorts of things can happen if proper attention is not given to all that needless paperwork that the inhabitants of the other abyssal planes don't want to do by has been commanded to be done by somebody more powerful than them.
The plane is also the storage area for various bits of the other plans that the individual demons lords may want to remove but not detroy. The mountain range over there offend the current consort of the lord of the plane? Shuffle it off to the storage plane. Of course, only the inhabitants of the plane have a clear idea what is there and where it is located if any lord should want something there.
