The Possibility of Creating Elite Solo Monsters

This does not create any new content, but is more an edit of the DMG, so I figured it was better placed in this forum rather than homebrew.

Anyway, DMG simply says: if you add a template to a monster it becomes an elite. Not specifying Standard monster. Though below it, it say: two templates turns a standard monster into a solo, and below that, it says 1 template turns elite monster into solo.

However the process is based on standard monsters. I think a couple of small edits might make this option very nice.

First, let Elite action points = +1 instead of one.
Second, let (counts as two monsters for XP and encounter building) be (counts as 1 extra monster for XP and encounter building)

No changes to the Two Elite templates = Solo rules

So, an Elite Solo would have 3 action points, +7 save bonus, extra HP compared to a normal Solo, and count as 6 monsters for XP purposes.

Would this be a good idea? It would allow us to bring back the classic spellcasting dragons (Wiz class template) have dragon liches that retain their normal powers, and in general make Solo monsters have an even more challenging version.

(maybe removing humanoid prequisite from one or two templates might also be fun: Vampire Dragons)

So, how does this sound: is it the sort of thing you can see DMs doing, and should it be an option in the next DMG? If you think so, pass the idea on, use it, etc.

I decided to err on the side of caution when it comes to handing out XP; does the concept work?

It harks back to the Big Black Box, when dragons had % chanced of having spells (and being asleep) I thought that it would mean disparity: one of the two versions would be over or underpowered. so a spellcaster dragon should award more XP.
