The problem is choice

That's true but I'm not suggesting that mechanic B cannot be more robust than mechanic A. I'm simply saying that when rule N is appended by enough other rules, the consequence inevitably leads those rules breaking down.

A new rule that supersedes a previous one is inherently less vulnerable, I agree.

From the rules standpoint, is avoiding those issues close to impossible to do with an increasing number of splat books unless there is a huge amount of play-testing/editorial control? (Except of course by the cooperative table of players).
Campbell mentioned some features that can control this, where new elements are substitutory rather than cumulative. I think the 4e limited-use rationing of abilities plays a similar role.

I find a common structure also helps (eg in 4e the basic combat structure of damage + effect; in Rolemaster there is also quite a bit of common structure) whereas open-ended structure (classic D&D spells and items are examples) is more vulnerable, I think.

I suspect it is this point at which a lot of the issues arise. A gamer who considers themselves rules-savvy may accept this for the spirit of the game. Or they may suspect the DM of having favourites. They may feel that on too many occasions the DM has gotten it wrong and that there are no excuses for that. They may have spent a long time on boards like these and read opinions reflecting that DMs who get it wrong are simply crap. Some may feel that banning books is cheating the players because published material is a valid part of the system.

Im running into this problem as well. This player ran a Shadowrun game in the past. I ended up quitting his game because I felt that he was singling me out with his rules. other players saw this as well. I actually allowed this player some things I would have not normally allowed because I didn't want him to think I was picking on him in return. I know, that's part of the problem I am having. Thanks to all of your great suggestions I have a way to deal with this player without actually having to change my rules. I keep hoping I can steer him towards a more role-playing style of play but I doubt it. I know it sounds corny but Role Playing is the first two words of role playing game....

Looks like everything has been resolved for now. The player in question is no longer with the group. Still, I pitched the E6 rules and everyone seems interested. I'm still very much interested in trying them out so I'll let you know how it goes.
