stand on the top of a 60 story and try to hit a specific person with three 50 lb rocks. ever try to drop cloths pins into a bottle while standing above it? now have the bottle move.
I think that strength not dex should influence his attack. he's holding a 50 lb rock out over an edge trying to aim. perhaps he should make a reflex save to keep from falling after it.
I think that the range increment should be low not as low as 10' but -40 to attack seem pretty reasonable. the rock should not have a crit range or mulitiplier. so it sounds like his only chance to hit is a nat 20. now I still think that this is unfair. perhaps the target should get a reflex save for half damage if he is hit.
How long does it take something to drop 600 feet? just under 6 seconds. things drop at 9.8 meter's a second^2. about 32 ft second^2 so it could drop the full 600 in a round. but unless he has actually is stopped the timing is difficult. even tho in combat he is currentlly in one square for 6 seconds he is actually moving the whole time. if he is moving you would have to drop it prior to him being in the sqaure you are dropping it on and hope he is there when it hits. In D&D combat rules he is moving and stopping but that is just a representation as to what is happening. You might want to give him a % miss chance too.
