Am I reading the second paragraph correctly that it allows the Warlock to have all rituals from all classes?

Yes, but they don’t gain them automatically. You get two rituals of levels you can cast when you first gain the invocation. After that you don’t gain any automatically, you have to find them and record them in your book of shadows like a wizard does with their spell book.
