I think a plot that could work would be someone, one of the older Elves, trying to break the Noldor out of their 'funk'. trying to restore that sense that the elves can lead the way again instead of withdrawing slowly. The elf would be working against the tides of history and probably should have a tragic ending, but it could make for a good storyline.
