Kobold are a small race but their base speed is 30 ft.

Actually, the Goblin, Kobold, and Magmin all have Spd 30 move rates, and 20 ft move is nowhere mentioned being a characteristic for small creatures, unlike a +4 to hide and a +1 to AC, so the bigger question is: Why do Halflings have 20 ft move rates? :D

Before 3X: They are hobbits. 'Nuff said.
After 3X: All that time spent riding on wagons rather then running around. Yes, laziness.

Hey, remember that halflings in 1E and 2E moved even slower than they do now. If anything, they toned UP a bit. :) In truth, I think it's because no one has set a "standard" small or tiny, etc. move rate.

Dwarves can tumble in Full Plate. It doesn't even have to be Mithral Full Plate.

My current charatcer is built around that particular loophole. He's a duergar rogue, with a level of fighter for the weapon and armor profs. Tumble also improves your defensive fighting, which is perfect, since I'm aiming for Dwarven Defender.

As for the issue of free slings and clubs: McD's gives out free packets of ketchup but they don't let you take an infinite number of them. 'Nuff said.

I'm looking forward to exploiting that loophole soon, when my elf fighter/tempest goes into champion of Corellon Larethian. I so look forward to having a PC who can do two-weapon spring attacks in heavy armor with a longsword in each hand... and tumble!! :]

And as for the McD's analogy - LOL!

You can tumble in full plate. Seriously, it's among the recorded requirements of some knightly orders and I've actually seen people do it in recreations.

But I don't recommend it. Seeing it that is. The image of giddilly smiling bearded historians in full plate doing cart wheels is not an easy burden to bear nor an easy image to burn from one's mind.

In that case, the 3.5 rule is still odd, since ONLY dwarves can tumble in full plate. For everyone else, it is either heavy or (for mithral armour) medium armour, which slows down one's movement which means one cannot tumble, according to the rules for the skill.

So nix on the elf tumbler concept, I guess, unless your DM is sympathetic.

Dogs have better dex than cats.

Dogs are nimble athletes. Cats favor overwhelming force when they hunt, they just have a racial bonus to hide and move silently.

That's my theory, at least. ;)
