I seriously doubt that there will be 4 powers per level per class for all 30 levels.

While there might be an abundance of "low-hanging fruit" at the lower levels, I imagine the pickings will become slimmer as you rise in levels. Beyond about level 6, I suspect there won't be more than 2 powers to choose from at each level. In fact, I'd be surprised if each class had more than a total of 40-50 powers to choose from.

I also suspect that there might be some overlap between class powers, with the same power becoming available to different classes at different levels, possibly with some minor changes (Eg. the rogue's Positioning Strike could easily be a Defender power if re-named Shoulder Charge and made Str v Fort/Ref rather than Dex v Will).

Anything more than that would simply be too much design & development work.

Well, a way to compare would be to count up how many spells are in the 3.5 PHB. Consider that the 'stat block' for a power seems to be decidedly smaller than one for a spell, and you can easily say that the # of powers will be at least equal to those in the PHB, assuming other information is roughly the same.

Alternatively, you can look at the number of pages devoted to spell descriptions in the PHB, find out how many powers can fit on a page (given the ones we have so far), and then extrapolate.
