This is ridiculous, is it wrong though?

I'm not sure that these are the psionic rules, but aren't they called manifestor levels, and you manifest psionic powers and such.

Well, the feat from libris mortis called Quicken Manifestation that says:

Prereqs: Ability to manifest from the Ethereal Plane to the Material Plane.
Benefits: Once per round, you can manifest from the Ethereal Plane to the Material Plane as a free action. Turning ethereal still reqwuires a standard action.

Therefore, couldn't you use a planeshifting psionic power to manifest freely?

There's probably a very obvious hole in my argument, as I don't have the psionics HB on my currently, but the thought sprung into my head and I had to post it up here.

I'm pretty sure they are referring to an incorporeal undead's Manifestation (Su) ability. Interesting interpretation, though.

Like I said, it's completely ridiculous and completely not intended in any way shape or form, I don't even see it affecting anything if it did work, I was just wondering if by the wording it did *shrug*.
 

I think this is a type of manifestation that has everything to do with ghosts appearing out of nowhere, and nothing to do with psionics. Unfortunate choice of phrase.

No. Planeshifting powers don't let you manifest from one plane to another, they let you travel/teleport from one plane to another when you manifest them.

Besides, this about ghost manifestation anyway.

It doesn't need to. To manifest from the etheral plane, your self must be on the etheral plane and you must be able to form a physical body on the material plane. That's what ghosts do, not spellcasters or psions.

The spell or power only lets you enter (and, of course, leave) the ethereal plane, but not manifest from there.

You could interpret the manifest as the psionic term for casting a spell, which means you need a force power or another power that affects both planes at once. All you would need is a blink-like power or plane shift-like power, pretty much anything that sends you to the Ethereal Plane
 

In that case you would have to affect the material plane with a psionic power from the ethereal plane (because that is, what the sentence says, if you interprete manifest like that, which is of course not what it means, obviously), which is impossible.
