This is ridiculous, is it wrong though?

It's an incorporeal undead feat. If it were a psionic feat it would have "Quicken Manifestation [Psionic]" as the header for the feat. Plus I should point out there are no psionic powers, feats, classes, or creatures mentioned elsewhere (or anywhere for that matter) in Libris Mortis (I have it in front of me right now).

We all know that, we are just arguing the semantics of the feat, whether by a strict reading of the rules, it would allow psionic manifestation as a free action

I don't think the gate-ish power wouldn't be directly affecting the Prime. I'm assuming that hypothetical gate-like power is nigh identical to the spell, but I'd consider it directly affecting the Prime if you were to use it a calling (as per the spell Gate), though I'd be inclined to consider powers manifested through the Gate to be directly affecting (since now our psionicist is manifesting from the ethereal to the Prime).

Also directly manifesting from the ethereal to the prime material are interplanar, psionic versions of scry and planeshift, and psionic powers with the force descriptor.
