Threatening Reach for pole-arms

I've been thinking about reviving threatening reach for pole-arms. Here's a sort of 'tiered' idea.

Non-Proficient Reach: A character wielding a reach weapon he's not proficient in can attack adjacent or melee reach enemies, but can only take OAs against adjacent foes. (Basically, exactly how it works now).

Proficient Reach: A character wielding a reach weapon who is proficient in that weapon can exercise Threatening Reach as long as no enemy is adjacent to him. When you do take an OA (hit or miss) with Threatening Reach from a weapon, you grant combat advantage to the enemy you OA'd the next time he attacks you with a melee attack from an adjacent square on his current turn.

Pole-Arm Formation (Replace Pole-Arm Gamble)
Benefits: When you are wielding a pole-arm and adjacent to at least one ally, you can use Threatening Reach even if there are enemies adjacent to you. When you grant an enemy combat advantage from taking an OA against him with Threatening Reach, that combat advantage is cancelled if the enemy is adjacent to one or more of your allies at the time he makes the melee attack that would have had combat advantage against you.

Pole-Arm Mastery (Epic Feat)
Preqs: Pole-Arm Formation, Proficient in at least one Pole-arm, STR 17, DEX 15, WIS 15.
Benefits: When wielding pole-arm with which you are proficient, you have Threatening Reach with that weapon.

Spiked Chain Mastery (Epic Feat)
Preqs: Spiked Chain Proficiency, STR 15, DEX 19, WIS 15.
Benefits: When wielding a Spiked Chain you have Threatening Reach with that weapon.
