Here's a thought:
Use Time Stop to end a nasty effect with multiple saves:
You get multiple turns, typically you get a save at the end of a turn. I' think (as a player) using a Time Stop to save 2-5 times is pretty good.
That said, a DOT spell could be a nasty preventative against a caster using Time Stop: Go ahead dude, thats 2-5 turns of damage (since DOT spells are "at the start of the turn").
Re: "fixing" the spell.
I am more of a fan of making it a reaction casting time rather than upping the duration. Doing that is a nice way defensive way to MOVE (a lot if needed), cast a few defensive spells (like walls), and basically get in a better position to deal without ever you are reacting to.
