Size And Magic Items
When an article of magic clothing or jewelry is discovered, most of the time size shouldn’t be an issue. Many magic garments are made to be easily adjustable, or they adjust themselves magically to the wearer. Size should not keep characters of various kinds from using magic items.

There may be rare exceptions, especially with racial specific items.

Armor and Weapon Sizes
Armor and weapons that are found at random have a 30% chance of being Small (01-30), a 60% chance of being Medium (31-90), and a 10% chance of being any other size (91-100).

The rules largely just gloss over magic item sizes, especially for anything other than armor, weapons, and clothing or jewelry. Given the peculiarities of a Bag of Holding's weight and how that relates to its internal volume/weight capacity, I think any resizing of them should include commensurate bag-capacity adjustments. Since the rules don't say anything about it, the DM would have to decide for himself or herself on how to handle this issue.
 



Another oft' overlooked detail is that the bags have weight.

The smallest one weighs 15 pounds, all the time. The next is 25 pounds, then 35 pounds, then 60 pounds.

Grigs and other tiny Fey have a base Strength of 5, per the SRD, which means that their carrying capacity is:
Light - 8 lbs or less (16 by the table, halved for being Tiny).
Medium - 16.5 lbs or less (33 by the table, halved for being Tiny.)
Heavy - 25 lbs or less (50 by the table, halved for being Tiny.)

So consider whether or not a 1 foot tall faerie can even lift such a thing. He or she might be able to fly with the lightest one (you can't fly with more than a medium load), presuming no other gear of any kind.

Consider the Handy Haversack instead. It weighs 5 lbs. and is much more convenient, and is cheaper. And while it's total capacity is a bit under half of the smallest Bag of Holding, it's probably far more than a 1 foot tall Faerie will ever need.

(Handy Haversack: 2 compartments of 2 cubic feet, or 20 lbs each, main compartment 8 cubic feet or 80 lbs, for a total of 12 cubic feet, 120 lb capacity. Small bag of holding 30 cubic feet, 250 lbs.)
 

Yeah, the weight of the bag and its specific dimensions were the basis for my answer. Of course a smaller Bag of Holding with lower weight and capacity should also be cheaper. Just didn't think of price when answering.

But then, not being able to carry as much loot is just part of playing a smaller character. More trips back to town (or getting a pack-animal or tricking a bigger PC or NPC to carry stuff for ya, heh).

Base strength of 5 is based on a starting strength of -5. ie a player character that opts to put an 18 in strength, would have a 13.

The faerie sourcebook I am using the faeries are "small" creatures. And their strength is only -2 and dex is +2. The Tiny options it becomes -4/+4 or -6/+6 pending on how you intrepet it.
