Tiny PC races

The Jermlaine from MM II, page 131. According to the 3.5 Update booklet, they have a LA of +0. Now, whether you agree with that is a whole other can of worms. ;)

Aren't cans of worms the entire pointof the rules forum:D?

Atomie and Brownie are in the TOH 3.5 that I mentioned before. I played a Atomie Nomad(psion) at level 3 tonight and egowhipped a dragon to 4 cha. The petal warlock gave chase as it flew off.....

we had "good" manuverablity and it had "poor".....there were 3 flyers in the party, fighting the dragon above and under a bridge.....our poor Gm had to take a crash course in the flying rules....

This does raise an issue that's been bothering me for a while, that there's not that many tiny Fey creatures to begin with (I've created my own for my milieu though)

plus what about Angels fitting on the head of a pin?

If you want to avoid LA, you could be a typical "small" race (goblin, halfling, gnome, etc) and pay for a Permanent Reduce Person.

That's a good idea, but that seems too meta-powergamey to me. And I prefer to keep my powergaming as pure as possible! ;)

Pseudodragon.

Pseudodragon rogue-type.
Or warlock-esque class - something with at-wills or constants, with an at-will attack that scales up in level.

2 Dragon HD with a +3 LA, though, so you loose 5 class levels.

Carrying gear isn't going to be fun, regardless of what you spring for.

Awakened Housecats can make halfway decent rogues as well, although the downsides are sundry. You might want to ask your DM for an LA of -1 (or simply to not have to take the racial HD the awakened template offers).
