A) Free Action
B) Move-Equivalent Action
C) Standard Action

I'd say B), since the spell doesn't state anything and this seems to be the most common. What do you think?

If it is an attack it is a standard action. But I don't know if the spell says anything else. Where is that spell published?

Yes, there it is.
It does not say anything else, so it would be a standard action, like any other attack.

Hmmm... usually (Ball Lightning is the only exception that comes to mind right now) you use a move-equivalent action to direct a spell effect (Flaming Sphere for example), or not?

There just doesn't seem to be a general rule covering this.

Being at home now and looking at my PHB, I found the entry "concentrate to redirect spell" under standard actions on the miscelleneous actions table.

Seems to fit.
