Too Powerful: Nemesis Feat and Stalker of Kharash?

Actually, the Stalker of Kharrash also gets a Scent Evil ability ... s/he can smell the presence of any evil creature within 30 ft (reduced to 15 ft or increased to 60 ft based on wind direction). This ability is very similar to the detect evil ability of the Nemesis feat, so all that the Stalker really gets from the Nemesis feat is that the range will always be maximum (60 ft) and the extra damage.

Note also that the PrC requires the PC to have an Exalted feat (Favored of the Champions), and Nemesis itself is an Exalted feat. Meaning, of course, that the DM pretty much has to GIVE them to the PC. Exalted Feats require a) DM permission and b) in-game consent from a Celestial before they can be taken.

Why not?
It effectively gives +1d6 damage to all evil opponents. I tend to run campaigns where the PCs fight evil opponents, so it would give a better damage bonus than Weapon Specialization and is not tied to a specific weapon. It is almost as good as the +4 bonus to damage that a 6th-level ranger gets against one of his favored enemies, but it applies to any evil creature that he meets.

In a campaign where evil is encountered about as rarely as a ranger's "best" favored enemy, it might be okay. In my campaigns, it is probably "too good".
