Toon does require the right Animator to make it work. It also requires a gaming group who can improvise well since sometimes a cartoon only works when everyone is following the "script". While I would not recommend a campaign of Toon to anyone, as the occasional one-shot, Toon is great.

Never played it, but I've thought many times about picking it up for resale somewhere. Dragon magazine did a review of it back in the mid-80's that turned me on to it, and they made it sounds hilarious; but this was before I ever saw a place which sold it!

I've played. Loved it.
But I agree with previous comment here: A good Animator (GM) is a MUST. And it really helps, naturally, if everyone is already in a zany mood, too. If you can't smile or chuckle pretty easily, you're not going to enjoy the experience.
