Mind fog is great if you're a BBEG and have hordes of minions with wands and other low save DC devices and want to annoy your high leveled opponent. At least the fightertypes will suffer.

So bomb the whole group with Mindfog and watch them succumb to puny DC 14 saves against Hold Person or similar wands.

Well,it's mind-affecting - what kind of save should it have? Given what it does, not having a save is not really an option.

I think it's meant to soften up a group of opponents, and to be followed up with another AOE spell like Confusion, or a fear effect.

Why not just lead with the confusion then, heightened if you like.

If they would have failed the save vs the mind fog then they would fail the save vs the Confusion, if not then you gain no benefit anyway...
